An aerator technically does make teeny tiny bubbles, however it is meant to, 1) Prevent splashing. 2) Shaping the water stream coming out of the faucet spout, to produce a straight and evenly pressured stream. 3) Water conservation and reduction in energy costs 4) Reducing faucet noise 5) To increase the perceived water pressure.
