The arms do not swivel. You can install this product either straight out or against the wall.

The Grohe two-arm towel was perfect for our small bathroom. It folds against the wall neatly when not in use and extends to keep towels within easy reach. The two arms were also handy for a shared bathroom so each person could have their own towel. Great option when space is tight.
