No, as it is recommended that you have an inch and a half on each side of the sink. Because you can't fit a 36" sink into 36" cabinet you need slightly wider. When the minimum cabinet width is listed as 39", it referring to the outer overall dimensions of the cabinet base. We have to figure approx 1" thick cabinet walls on either side leaving the inner width at only 36" or so. Some cabinet makers can be a little creative and use the sink walls in place of the cabinet walls.

The inner dimensions are 24.25" x 17.5" on the larger side and 8" x 17.5" on the smaller side. Both sides have drain openings.
