Q:I am looking at the hardwired lioni towel warmer, it appears there is a hydronic one and an electrical one, what is inside the electrical one and do it have to be connected to a water source?

The electric one has wires that run through it to heat it up. The Hydronic ones is connected to a water line and the water heats up and keeps it warm.
